The Fall Guys (Original title)
Date: 09 December 1993 (Television)

Country: United Kingdom

Synopsis: How two British executives were trapped into dealing with Saddam Hussein.Synopsis: Press release: "A US Customs undercover official exposed two executives of a British company whom he believed to be exporting arms to Iraq. But without the active encouragement of intelligence agencies the deal would have fallen through anyway as the company regarded it as too small to bother with. In 1991 Ali Daghir and his colleague Jeanine Speckman of Euromac received an invitation to the Cavendish Hotel to meet a delegation which wanted to order capacitors. The company wasn't keen to supply and decided to pull out but the Iraqis were persistent and an order and money arrived at Euromac. Daghir went to another meeeting to refuse the order but they had been set up by Customs who were convinced the capacitors could only be used for nuclear purposes and he was arrested. At this time Tony Newton, then Trade Minister, went to Baghdad to drum up business. Planes to Iraq were packed with defence indisutry salesmen - known as the `Baghdad shuttle'. Regulations governing supplies to Iraq were secretly relaxed (Mrs Thatcher tells the Scott inquiry she did not know about this) and parts and equipment which had a dual use, for war or peaceful purposes, were regarded as `fair game'. (The capacitors which Euromac supplied were equally vital in photographic equipment). Now out of jail, Daghir and his colleague are appealing against their convictions. Why were the monnows caught, even innocently, while the big fish got away?"
