Synopsis: Recent research shows that although more children are being fostered into private homes because of the scandals attached to residential homes, these foster homes may be no safer. The programme examines the case of the Hanby's of Sheffield who abused children in their care for 20 years. Also the Roberts of Anglesey who repeatedly tortured Paul Jones, Michelle Jobson who was sexually abused from the age of six by her foster parent and a boy who was was sexually abused by his foster parent who was in fact a known paedophile.
