Synopsis: A look at the results of the government's policy of encouraging council tenants to buy flats in high rise blocks, which are now virtually unsaleable. The blocks have decayed rapidly, and owners have been faced with huge repair bills. The government has announced that they will force councils to buy back such flats if the owners then buy another council property - but councils say that there are not enough available properties. Includes a visit to the Stifford Estate in Stepney.
